The programme, offering opportunities such as exchanges and voluntary work placements for 15- to 25-year-olds and run in the UK by Connect Youth, is threatened by the proposed cut, which forms part of the budget agreed by European Union member states in December.
The European Parliament voted last month to reject the budget for 2007-13 and the council is backing MEPs' calls for funding for cultural and youth projects.
The council wants MPs and MEPs to lobby the Chancellor.
The programme will be renamed the Youth In Action Programme from 2007.
