Brown was due to speak at the launch of the Power Inquiry's final report as Young People Now went to press. The report calls for automatic individual voter registration for young people at 16, linked to the allocation of National Insurance numbers.
It also recommends the creation of "democracy hubs" in every local authority area, enabling people to access information and advice, and a more practical citizenship curriculum leading to qualifications.
The proposals are among 30 recommendations in Power to the People, the final report of the inquiry set up by the Joseph Rowntree Charitable Trust and the Joseph Rowntree Reform Trust in late 2004.
