
Leadership deficiencies have been cited by Ofsted as a major reason why just two of the 95 children's services inspected since November 2013 have been rated "outstanding" overall.
Under Ofsted's single inspection framework (SIF) just six councils - the three tri-borough authorities of Westminster, Kensington and Chelsea, and Hammersmith & Fulham; Cheshire West and Chester; Trafford; and Hampshire - have received the top judgment for the key measure of leadership, management and governance.
Concerns over the quality of leadership in children's services were raised in Ofsted's 2015 social care annual report, with the high turnover of directors of children's services (DCS) highlighted as a key factor holding standards back.
