
The importance of good leadership among senior managers in children's services is often highlighted as a key factor in delivering effective services and achieving good outcomes for children. But, with mounting pressure on services and ever declining budgets, providing good quality leadership is something eluding the majority of children's services departments, judging by latest trends in Ofsted inspections (see box).
Of the 45 local authority children's services departments inspected by Ofsted in the past 18 months under the single inspection framework, just one was judged "outstanding" for leadership, while 12 were "good". Of the remaining councils, 24 had leadership rated as "requires improvement" and eight were graded "inadequate".
