The focus of the article was crime diversion. "Young people are drifting into crime because too little is being spent on keeping them out of trouble," the article began.
The study didn't reveal that, actually. It quoted youth service spending figures provided by the GMB union. The crime link was provided by no less an authority on youth work than ... wait for it ... the Barnsley Neighbourhood Watch area liaison group. The group's chair, John Hallows, said that he was "aghast" that the council wasn't taking it more seriously. "It costs them in the long term if they don't provide facilities for young people, who will turn to criminal activities instead. Gangs of young people on street corners create a fear of crime and it's a downward spiral."
