Opinion: Soapbox - Parents cannot supervise a child's exclusion

Clause 90 of the Education and Inspections Bill stipulates that where a child has been excluded from school for up to five days, parents will be committing an offence if their child is seen on the highway or in a public place during school hours.

This imposes a potentially huge burden on parents and carers who willhave to confine their child inside the home during school hours. Inessence, clause 90 is not only stigmatising and risky in terms ofemployment, but is also unenforceable. Where a parent is trying toenforce this house arrest on a child or young person who is bigger andstronger then them, this could be seen as an overwhelming hurdle.

Exclusions are not challengeable by parents and nor will governorsreview the exclusion. Yet, unless the parent ensures the child remainsindoors during school hours for the whole period they are liable for afine even where it is the school's relationship with their child that isto blame.
