Given all we know about brain development, I can't understand how socialworkers or elected members can tolerate such failure. These infantscannot complain and have a decision reversed, so participation has nomeaning for them.
But they will feel it - they will look for but never again find thatfamiliar smell of the carer they had so quickly grown to love, and theywon't recognise the eyes or hear the sounds of other children in thefamily who laughed and played with them. Life as they knew it will havechanged for ever, and as they try and fail to make sense of what hashappened neural pathways in their brains will close down.
