OPINION: Howard Williamson, Intensive Programmes Benefit Offenders

Everybody knows that custody does not work. There have been efforts to improve the positive aspects within the secure estate. As Lord Justice Woolf said not so long ago, you don't send people to prison to be improved but, while they are there, things can be done to improve them. But whatever the populist urge for retribution and taking troublesome kids out of circulation, we know that it is invariably better - and cheaper - to deal with them in the community. This is being done, increasingly, through reparation measures - restorative justice - and programmes designed to re-engage young people in constructive activities. These issues were highlighted in discussions I have had in the past few weeks with young people.
