ISSP is an excellent scheme for regulating young offenders. The programme is an agreement with youth offending teams and there are clear standards for contact and enforcement. ISSPs require close working links with the police and the tagging agency and, provided this is working properly, young offenders' whereabouts should not be an issue.
If a tag is removed, the alarm should be reacted to quickly with notification to the police and the tagging agency. But if a person wants to run amok, as in the Williams case, there is nothing in this world that will prevent them from doing so.
