The pay offer of three per cent is adequate, but it's the "strings" of a potentially discriminatory grading structure that need to be rejected.

This year's review of the Pink Book (JNC handbook) was a chance to bring it into line with sex and race discrimination and equal pay legislation.

Youth and community workers provide social education around themes such as equality and social justice, so their pay systems must be free from discrimination. The employers' offer of a new grading system and the associated assimilation mechanism will perpetuate such discrimination at a time when local authorities, indeed all employers, should be urgently seeking to eliminate it.
