Much has been written recently about the youth opportunity card project and its closure and while reporting in this publication has been broadly fair, some of the assertions made in the wider national press have been ill-informed and unhelpful.

This project was about enabling disadvantaged young people to take part in constructive activities that many young people take for granted, by giving them the means to pay for the activities.

The project would have depended on IT for delivery. Having carried out a comprehensive assessment, the project was stopped for sound financial and technical reasons - because the technology simply wasn't available. This actually makes it a well-managed IT project, with the Government taking difficult decisions when needed and limiting public spending when value for money could not be assured.
