Parenting orders can be of real benefit but it is the support servicesparents are referred to that change behaviour. This is not the statemeddling in the home, it is a programme that can have a genuine impact.Evaluation suggests such programmes are extremely effective. We need tocreate a climate where it is acceptable for parents to ask for support,and where that support is available. However, I would be hesitant to seethe power to make orders extended to groups such as housing associationswithout clear guidelines.

Parenting contracts are similar to every other anti-social behaviourinitiative introduced by this government in that there is no research toshow the punitive measures introduced are required or effective. Thevery public announcement of this new power shows the Government is keento make populist announcements but is less concerned with dealing withcomplicated social problems. The Government should be investing inresources for children and supporting groups for parents.
