Ahead of her speech at CYP Now's conference on hard-to-reach groups, Beverley Hughes sets out her vision for the youth strategy.

At the heart of The Children's Plan lies the belief that we have to aim higher with the services we offer our young people.

We need to reform services in line with the principles of Every Child Matters, by identifying problems early and building a responsive system that can connect children with the multi-agency support they need to stay on track for success.

Aiming High, our 10-year youth strategy, is a vital strand in this reform programme. It is built on the fundamental belief that if we are going to tackle problems like youth crime, antisocial behaviour and dropping out of school, we need not only sanctions but effective support.
