Aiming High must have positive focus

The government's 10-year youth strategy should shift from looking at the negatives to focusing on the positives of young people, a new report argues.

The report, prepared for The National Youth Agency, examines the key features of positive youth development and praises Aiming High For Young People for its inclusive, creative and holistic approach.

However, Evidence of the Impact of the Youth Development Model on Outcomes for Young People calls for a move away from the target-driven culture that is focused on activities such as drinking and obesity.

Tim Davies, co-author of the report and consultant on youth issues, said Aiming High set targets to tackle problems but a more positive approach was needed.

"We want people that are thriving and exceeding in life," he said. "That's what we should be measuring. It shifts the frame to a more positive look at what good development looks like, not what someone without problems looks like."
