Monitoring Poverty and Social Exclusion 2003 shows that rates vary significantly across the two countries. However, the number of girls conceiving under the age of 16 across the whole of England and Wales has fallen by a fifth since 1996.
Guy Palmer, co-author of the report, said: "The numbers are coming down, and this coincides with several government initiatives. It shows that the Government can have an impact when it tries."
Young women from a manual social background are four times as likely to become pregnant than those from a non-manual background, the report compiled by the New Policy Institute also found.
