The research was carried out for the Mayor of London, one of the forces behind the 1824 Collective, a campaign to encourage youth involvement in politics. The survey also found that a quarter of 18- to 24-year-olds did not know they had to register to vote. Of those who did not vote at the last general election, just over two in five cited a lack of time.

Beccy Earnshaw, outreach manager at The Electoral Commission, which is also behind the 1824 Collective, said: "We know from our own research that young people are hungry to have their say on the issues that affect their daily lives, but only 37 per cent of 18- to 24-year-olds voted in the 2005 general election." The Electoral Commission has launched a Democracy Cookbook to explain how democracy works and inspire young people to take an interest.
