According to a Department for Work and Pensions study, only 25,010 women aged 18 to 25 were on the Government employment scheme in September 2003, compared with 63,830 males.
A spokesperson at the department said: "The New Deal is mandatory for people claiming jobseeker's allowance for more than six months, so it reflects how many young men and women are out of work at the time."
Overall, almost two in three young people entered the programme at Gateway phase, where they received help from Jobcentre advisers to improve their employability. One in five moved on to one of the scheme's Options, which include subsidised employment opportunities, working for voluntary organisations and taking part in projects run by the Government's Environment Task Force.
