In a report conducted by the federation, 62 per cent of Foyers felt the Connexions service was good, 24 per cent satisfactory and 14 per cent poor.
The findings are an improvement on last year, when only 40 per cent of partnerships were given a good rating by Foyers, which help young people to live independently.
Connexions services in the West and East Midlands were considered to be the best in England, while the Northeast and London were ranked the worst.
More than half the Foyers had a Connexions presence on site, and a third received extra support such as money and training.
