The research will by conducted by children's commissioner Nigel Williamsand follows longstanding criticisms of under funding in theprovince.
The study is expected to be finished by January and will provide acomprehensive review of Northern Irish children's services includinghealth services, after-school clubs, schooling and youth services.
Sheri Chamberlain, programme director for Save the Children NorthernIreland, said the study could also help work to reduce childpoverty.
This had fallen between the twin stools of the Children and YoungPeople's Unit and the anti-poverty strategy, which did not includetargets on child poverty, she said.
Figures from Barnardo's, the Child Poverty Action Group and the NSPCCshow that 143 is spent on each child through children's servicesin Northern Ireland each year, 74 less than in England.
