The Equality Commission for Northern Ireland acted last week after an investigation, sparked by complaints from the Children's Law Centre, found that the Northern Ireland Office failed to act on early indications that its ASBO policy breached the department's equality scheme.
Under the Northern Ireland Act 1998, every public authority must develop a scheme setting out how it will assess the impact of policies on equality.
Nigel Williams, Northern Ireland's children and young people's commissioner, said: "The United Nations Convention on the Rights of the Child states clearly that children and young people must have a say in decisions that affect their lives."
