Pauline Leeson, director of Children in Northern Ireland, said she was "not convinced that direct rule is serving children's interests". She chaired the children and young people's NGO forum that advised the Government on the strategy.
She said that the introduction of anti-social behaviour orders in Northern Ireland threatened young people's welfare by making their names public to paramilitary organisations.
"We've come through conflict of nearly 30 years where it's dangerous for children to be named and shamed openly," she said.
A draft of the strategy was due to be put out for consultation last month, but it has been delayed until September.
