After talks with the Community and Youth Workers' Union, the board promised to start meeting the terms of last year's national pay deal this month (YPN, 3-9 November 2004, p2).
The union has authorised its Northern Ireland branch to ballot for industrial action if the boards do not enact the deal.
Barbara McIlwrath, the union's Northern Ireland branch secretary, said: "We hope the other boards will now follow Belfast's example."
While the North Eastern and Southern library boards have enacted parts of the deal, none of the five library boards has fully implemented the changes.
Under the agreement, workers will receive a 2.85 per cent pay rise backdated from November 2003 to February 2004, followed by a 3.3 per cent pay rise.
