The scheme will be launched this autumn, and could see community centres in rural areas offering childcare and other services. The executive may also introduce mobile outreach work on childcare and education.
The move follows a report on rural childcare services compiled by the country's rural childcare stakeholder group.
The group was set up last year by Michelle Gildernew, the rural development minister, to examine problems in childcare services in the countryside.
The report found problems included transport, isolation, the cost of providing childcare to a scattered population, and increased migration and immigration, especially for seasonal work. The group also identified a lack of suitable buildings and technology in some areas.
