The city sits right near the bottom of the table of child wellbeing: 352nd out of 354 areas in England, according to the Department for Communities and Local Government.
The challenges in addressing these issues are set to increase with the Comprehensive Spending Review (CSR) on 20 October, which will set out government spending plans for the years 2011/12 to 2014/15.
Chancellor George Osborne has already suggested that government departments face swingeing cuts averaging around 25 per cent over the next four years.
The knock-on effect for authorities across the country will be reduced government grants and less money to spend on services, although where exactly the axe will fall locally depends on the severity of reductions and local priorities.
