
There were few surprises in last week's public health white paper Healthy Lives, Healthy People.
Pledges to recruit an extra 4,200 health visitors, expand family nurse partnerships and refocus Sure Start on the neediest are established Conservative policies, while plans to devolve responsibility for public health to local authorities were mooted in the coalition's health white paper published in July.
But predictable or not, the proposals spell a potentially massive change for councils. An estimated £4bn is set to be transferred from the Department of Health to local government, health visitors could eventually become employed by councils and families with complex needs will benefit from single community budgets to cover all aspects of their care.
