Samantha Barton and George Green, both 16, died while in the care ofsocial services in 2002.
The independent inquiry into the murders, chaired by Mark Everall QC,found that the island's government departments were not directly toblame for their deaths.
However, the inquiry heavily criticised social services for a series offailures in protecting the children, including failing to follow policyon planning care, monitoring external care providers and supervisingstaff.
One placement for Samantha was made on the basis of instructions givenby the political member for social services, who was not authorised todo so.
