News in brief: Local authorities benefit from less ring-fencing

Twenty-one more local authorities will benefit from less ring-fencing of their services for children and young people. The Office of the Deputy Prime Minister announced the second batch of councils to be selected as pilots for local area agreements, which give them more freedom to work in innovative ways to benefit their communities.
