The Department for Education and Skills is still preparing guidelines for councils on which cases of children taken into care they should review in the light of the Angela Cannings judgment. A spokeswoman was unable to say when the guidelines would be published but it is unlikely to happen before Parliament reconvenes on Monday 23 February following the recess.
