The Department for Constitutional Affairs is reviewing the operation of the Children Act 1989 after it emerged that MPs had been unwittingly breaking the law by taking up care and custody cases involving children and councils. Last week the deadline passed for councils to identify and review current care cases affected by the Angela Cannings judgment, but where no final care order had yet been made.
