PROPOSAL 1: Councils must focus on outcomes not processes

Every Child Matters has united children's services providers around itsfive key outcomes. But the challenge is making this work in practice sothat young people get the start in life they deserve.

All too often this doesn't happen because local authorities have aculture that focuses on processes rather than outcomes. This mustchange.

They must agree what it is they want to achieve and what is needed to dothis, and then properly and fairly commission for it. To ensure thiscultural transformation, an effective change management programme isneeded for local government commissioners, with appropriate funding fromthe Department for Education and Skills. Local authorities should beintelligent and challenging clients, and they must be given the supportto become this. Then private providers would not be shy in comingforward and investing in innovative services.
