Take action to reduce youth custody numbers vs give disabled children a right to communication support.

Nacro's Chris Stanley says an alternative to locking young people up isneeded, while Andy Rickell of Scope says disabled children must have aright to communication equipment.

PROPOSAL 1 - Dramatically reduce the number of children in custody

Locking up vulnerable children is the worst way to deal with the reasonsfor their behaviour and simply doesn't work. We must strengthen the lawto restrict the number of children being put into custody.

Last year, the Government abandoned the draft Youth Justice Bill, whichcontained a number of useful measures designed to bring the youthcustody population down. The forthcoming Criminal Justice Bill providesus with an opportunity to reintroduce those measures and tackle thescandal of so many young people being sent to prison.
