Produced by the University of East Anglia, in partnership with NCB, the report is part of a three-year evaluation of the implementation and impact of the pathfinders which is funded by the Department for Education and Skills and the Department of Health.
The report found that the pathfinders varied substantially but many have emphasised the importance of young people's input from the outset, with 26 involving young people in the design and development of services and 15 in the governance of trusts.
Pathfinders with a specific focus on disabled children, who are often placed in the hard-to-reach category, are successfully achieving similar levels of participation to other trusts.
