Groups from Birmingham, Cornwall, Hartlepool and Southampton met over two weekends to discuss what was needed from a web site addressing peer pressure, relationships, contraception and sexually transmitted infections.
The young people then consulted their friends before presenting their findings.
"We really felt we made a difference and we were listened to," said Amy Willets, 15, from Hartlepool. "It feels great knowing what we have done will help other young people look after themselves."
YPIC advises the Government on teenage pregnancy. It is funded by the Teenage Pregnancy Unit at the Department for Education and Skills.
Other YPIC projects have included last July's Sexual Health: Get Active! conference and a video on access to services. This will be disseminated to teenage pregnancy co-ordinators in the spring.
