Ingram talks about the pilot programme for free school meals and the differences between a targeted and universalist approach to services for children.
"If we want to bring about a change in culture across the board then we must adopt a universalist approach," says Ingram.
"That's the real purpose of the pilot - to see if we can bring about that shift."
Ingram also discusses the additional support for learning legislation and how to improve outcomes for looked-after children.
