In April 2009, new unitary authorities will be established in Bedfordshire (two), Cheshire (two), Cornwall, Durham, Northumberland, Shropshire and Wiltshire, reducing the number of councils in these areas from 35 to 9. Estimates suggest the restructuring will save over 100m per year, which could be used to directly improve frontline services or reduce council tax bills.

Councils had "to prove their proposals can improve services for local people and bring potential savings for council tax payers", local government minister John Healey told MPs. Janet Graham, assistant director for multi-agency and prevention at Shropshire County Council, said: "The move to a single council is aimed at providing better value for money for Shropshire residents, improving standards of services, local decision-making and stronger strategic leadership.

"In terms of services for children and young people, we anticipate that there will be significant benefits to having one organisation responsible for leisure and housing services throughout the county."
