Following the death of Baby P in November 2008, Children's Secretary Ed Balls commissioned Lord Laming to provide an urgent report on the progress being made to implement effective arrangements for safeguarding children in England.
In this report, Laming sets out the progress made since the Victoria Climbie Inquiry in 2003 and what needs to be done to improve the protection of children in England. He highlights the importance of policies, legislation, structures and procedures in securing better life opportunities for every child. However, he argues that it is the robust and consistent implementation of these policies and procedures that keep children and young people safe.
