For many years, local authorities have been responsible for looking after children who cannot be cared for by their parents. The handbook clearly sets out the responsibilities of a corporate parent, together with practical exercises and briefings to support effective practice.
As responsibility for corporate parenting is shared by the whole council, it is important that all elected members (not just those interested in children's services) have access to the handbook as it focuses on the leadership and commitment that only members and senior officers can provide.
