The children's sector workforce is as vast as it is disparate. It includes - among others - Sure Start providers, play workers, Connexions advisors and education welfare officers, as well as teachers, social workers and health workers. Each profession has its own culture, its own qualifications, its own pay structures.
The notion of co-ordinating such a workforce may be seductive, but the sheer complexity of the task can induce a sense of paralysis. What's more, while the concept of a 'children's profession' may be attractive to those concerned with children and young people, some professionals may see their allegiance as belonging to a different group - sometimes wider, sometimes more specialised.
