Most comment on the strategy has focused, rightly, on the proposed expansion of services to affect children and families. Less attention has been paid to its impact on the children's workforce, but here too it marks a clear step-change in evolution.
Acknowledging the evidence which links higher staff skills and qualifications with improved outcomes for children, the strategy sets out a commitment to a joined-up framework for the early years sector. It addresses what it terms the "false distinction" between education and care in early years services, and promises radical reform to integrate qualifications and training for those working in the early years, and raise their status.
