The report suggests there needs to be a shift from a system of risk assessment to a system of risk-benefit assessment and adopts Play England's own guidance Managing Risk in Play Provision.
Adrian Voce, director of Play England, says: "Research tells us that children need to take risks when they play, and yet we know that more than half are not allowed to climb a tree without adult supervision. We hope that this review will help people accept that children need and want challenges and adventure. If we want the next generation to be resilient and resourceful, then taking risks and getting a few bumps and scrapes along the way are all part of having fun and growing up."
