Reflect on a recent visit to Manchester, where several young people told us what it was like to live within a gang culture, and we met the mother of a boy who had been given a lengthy custodial sentence aged just 14. Our discussions were also shaped by a presentation from professor of criminology Barry Goldson, who drew our attention to the rupture between children's services and the criminal justice system, and the contradictory approach of running the Every Child Matters agenda in children's services with the "no more excuses" agenda in youth justice policy - both of which are directed at the same children.
