MPs push for children's rights to take precedence in planned Bill

The government's proposed Bill of Rights should include stronger measures to promote children's rights, according to a cross-party group of MPs.

A report by Parliament's Joint Committee on Human Rights (JCHR) on the planned Bill said at-risk children should be given detailed rights by law.

The committee's report said changes to the law should strengthen the rights of marginalised people and cited children in secure training centres as a group needing special consideration. The report also called on the government to consider incorporating some of the UN Convention on the Rights of the Child into UK law, but said specifics would have to be decided through wider consultation.

Labour MP Andrew Dismore, chairman of the JCHR, said: "This is a broad policy report so at the moment we're not making any specific recommendations. There is an argument to say vulnerable groups need to be better considered by law, but we're just starting the debate. There has to be a bottom-up process of consultation."
