Released yesterday (5 November), the report examines how workforce reforms have benefited schools.
While increased numbers of learning mentors and teaching assistants have bolstered pupil achievement, staff in schools were found to be unclear about career development and national occupational standards.
Out of the 23 schools visited only one understood how the TDA contributed to workforce training and staff development.
Only six had a consistent programme of career development for staff.
Ofsted has called on the TDA to provide schools with better guidance and information.
Schools are also being urged to improve their relationship with the government agency.
Chief inspector of schools Christine Gilbert said: "It's vital that schools invest time and money in evaluating and developing all their staff."
