Morgan - YJB must stay independent

The new chair of the Youth Justice Board (YJB) must keep central government at arm's length, Rod Morgan has said.

Speaking as it was announced that Frances Done would take over Morgan's old post, he said it was imperative that Done knew how to keep the YJB out of the pockets of the departments that sponsor it.

"The board comprises persons selected for their independent expertise," he said. "Thus its strength is that it offers independent, expert advice to ministers and sits at arm's length from government departments.

"It follows that if it fails to operate in a manner not consistent with those principles and acts as if it is part of the Ministry of Justice, the Home Office or the Department for Children, Schools and Families, then there is no point in its existence - it might as well be abolished and its functions taken over by the Ministry of Justice."
