Mayor's scheme will benefit few

Just 268 young people a year are likely to go through Boris Johnson's Payback London scheme, where young people who lose their free travel pass due to bad behaviour can win it back through community work.

Figures from Transport for London reveal that since September 2005, whenyoung people in the capital started being offered free bus and tramtravel, just 805 have had their passes removed due to criminal orantisocial behaviour despite around 500,000 11- to 17-year-olds owning afree Zip travel pass.

Nick Owen, head of bus enforcement at Transport for London, told CYP Nowthere is a gap between people's perception of bad behaviour by teenagerson buses and the reality.

"Adult passengers think that youth behaviour on buses is bad, but thereis certainly a perception gap there because what we know is thetransport network is actually a very low-crime environment," hesaid.
