Susanne Rauprich, chief executive of the National Council for Voluntary Youth Services, agreed that the move was "good news" - but sounded a word of caution.

"There shouldn't be a one-size-fits-all solution," she said. "It's not a question of grants or investment by the Big Lottery Fund - this should be looking at social investment as a vehicle to increase the sector's independence and develop sustainability."
