The strategy calls for the establishment of a Young Londoners' Forum and the development of a children's play strategy for London. It also outlines plans to extend free travel for schools and for cycle parking at schools.
Livingstone has established a Greater London Black Parents and Governors Network to ensure the capital's Black community is well represented in school decision-making. His other priorities include young asylum seekers.
"London's children are unique," said Livingstone. "Yet despite London's wealth, children in London continue to experience the highest levels of poverty and inequality of any region in the UK."
The strategy will also include the production of a biennial State of London's Children report and an audit of child participation projects across London.
