A YouTube campaign to set up better skate facilities in the area had attracted more than 6,000 people.
The concrete facility in Falaise Road took two months to build and cost £215,000, paid for mainly by the borough council.
The park is built from concrete rather than wood and is expected to last for 25 years or more before having to be resurfaced.
Matt Davey, a detached youth worker, who led the campaign for the new site, said the drive to fund the recreational area took four years. He added: "Seeing the completed park is up there with my greatest achievements - it's the pinnacle of my time as a detached youth worker."
