The toolkit, planned by LGBT Youth Scotland, will include a training manual to help organisations promote equality and confidentiality.
It will be based on a charter developed by young people, which was launched at the organisation's national gathering in Dumfries in February, with the help of Kathleen Marshall, Scotland's commissioner for children and young people.
Fergus McMillan, LGBT Youth Scotland's policy and intelligence manager, hopes it can lead to a charter-mark scheme, with a logo for the most gay-friendly organisations.
"We're not going to make it as formal a quality mark as Investors in People. But we do want organisations to consider gay issues and make a start on tackling them," he said.
