Letter: Youth justice legislation

The Children's Society is alarmed that for three years running the Queen's Speech (Children Now, 8-14 November) has failed to bring forward the comprehensive youth justice legislation previously promised to tackle the complex needs of children in trouble with the law.

The numbers of children held in custody has reached a crisis point andnow stands at 3,350 with incidents of self-harm and suicide atunacceptable rates. Rebalancing the system in favour of victims mustalso mean protecting victims of a failing system. We want to see anincrease in the range of alternatives to custody and a guarantee thatchildren's welfare and safeguarding is at the heart of the system.

We also have substantial concerns over proposals to increase enforcementpowers in the Criminal Justice Bill. Yet more measures announced by theHome Secretary last week to tackle anti-social behaviour such as homeevictions and suspended penalty notices will only compound problemsrather than address them.
